In Russia during the years 2008 – 2009 will be created the system of video fixation of violation of traffic rules integrated with data base of vehicles. The data base includes: persons attracted to criminal responsibility for violation of traffic rules, stolen cars, as well as database of Saving bank (SberBank) and “Russian Post office”. According to deputy chief of department of provision of traffic safety of the Ministry of Internal Affairs of Russia Vladimir Kuzin till 2012 the presented example is going to be applied in regions of Russia too.
Kuzin told that from 1st of July in Moscow there will be active 3 such stationary systems of video fixation. Also from 1st of July the presented systems will be used in Krasnodar. Kuzin stated that fixing violation video camera will be sending the photo to the specially created center through the fiber optic connection or Wi-Fi these data can be taken in USB flash card. The printer which receives these data automatically fills in and prints protocol. On protocol is provided degree of violation of rules, data on video camera and the owner of vehicle, photo of a car and number of its license plate. The issued protocol will be sent to the owner of the car. Kuzin mentioned that during automatic filling of protocol the system will identify the fine for violation on its own. In this case the only way of punishment is going to be the fine and there will be minimal amount considered for this type of violation.
